  6.                                  PREAMBLE
  7.  
  8. The Government of Canada, the Government of the United Mexican
  9. States and the Government of the United States of America,
  10. resolved to:
  11.  
  12.      STRENGTHEN the special bonds of friendship and cooperation
  13.      among their nations;
  14.  
  15.      CONTRIBUTE to the harmonious development and expansion of
  16.      world trade and provide a catalyst to broader international
  17.      cooperation;
  18.  
  19.      CREATE an expanded and secure market for the goods and
  20.      services produced in their territories;
  21.  
  22.      REDUCE distortions to trade;
  23.  
  24.      ESTABLISH clear and mutually advantageous rules governing
  25.      their trade;
  26.  
  27.      ENSURE a predictable commercial framework for business
  28.      planning and investment;
  29.  
  30.      BUILD on their respective rights and obligations under the
  31.      General Agreement on Tariffs and Trade and other
  32.      multilateral and bilateral instruments of cooperation;
  33.  
  34.      ENHANCE the competitiveness of their firms in global
  35.      markets;
  36.  
  37.      FOSTER creativity and innovation, and promote trade in goods
  38.      and services that are the subject of intellectual property
  39.      rights;
  40.  
  41.      CREATE new employment opportunities and improve working
  42.      conditions and living standards in their respective
  43.      territories;
  44.  
  45.      UNDERTAKE each of the preceding in a manner consistent with
  46.      environmental protection and conservation;
  47.  
  48.      PRESERVE their flexibility to safeguard the public welfare;
  49.  
  50.      PROMOTE sustainable development;
  51.  
  52.      STRENGTHEN the development and enforcement of environmental
  53.      laws and regulations; and
  54.  
  55.      PROTECT, enhance and enforce basic workers' rights;
